Broken sanctuary: attacks on schools are assaults of children’s rights

By Andy Brown, Regional Communication Specialist for UNICEF East Asia and Pacific

Kachin State, Myanmar - Zau Seng, 11, is a student at Nam Ya Middle School, in Moe Nyin District, Kachin State, Myanmar. Kachin has been affected by conflict since 2011, following the collapse of a 17-year ceasefire. The recent violence has resulted in thousands of deaths and the displacement of around 100,000 civilians, half of them children. Despite ongoing peace talks, a final deal has proved elusive and the fighting continues.

Meeting children’s rights to education across the fire lines

Since the collapse of the ceasefire in mid-2011 in Kachin and northern Shan, ensuring access to quality basic education services for all children affected by conflict has remained a big challenge. With the current escalation of violence, education remains one of the most critical needs for conflict-affected children who live on both sides of the frontline in Myanmar.

Kachin State - Life wasn’t always easy for 32 year-old Hkawng Nyoi, who lives in Chipwe Township, in an area controlled by the Kachin Independence Organisation. Her mother died from malaria when she was 7 years old and her father, who was retired from the army, passed away some four years later. Then, she moved to her eldest brother’s house.

Children’s health and nutrition helps build peace in Myanmar

Nobel Peace Prize winner Aung San Suu Kyi and her National League for Democracy (NLD) has won a landslide victory in Myanmar’s first free elections in 25 years. When NLD assumes office early next year, it will face one of the longest running civil conflict in the world.

Despite the recent signing of a ceasefire between the Government and representatives of eight ethnic armed group, an estimated 1.8 million children are not covered by the agreement, especially those living in some areas of Kachin and northern Shan, where conflicts continue and prevent children from accessing basic services. UNICEF and the NGO Health Poverty Action work together to strengthen access to primary health care and nutrition interventions, such as infant and young child feeding support in areas that are hard to reach due to conflict, poor geographical access, and political constraints.

Kachin State, November 2015 - Lwan No was caught in the middle of the civil conflict in Kachin State, Northern Myanmar. “I could hear the planes bombing the area, the constant gun shots and mine explosions”, she recalls. This was in 2011, when the civil conflict broke out in Kachin.

Lwan No got married in this IDP camp, after fleeing from the civil conflict three years ago. Now, she wants her five-month old baby to become a bright and successful businesswoman.

UNICEF delivers aid to thousands of children and families in Kachin State

Yangon, Myanmar, 11 September 2013:  From 7 to 10 September, UNICEF joined the UN Led Cross Line Mission to provide humanitarian assistance in the non-government controlled conflict-affected areas in Kachin State to deliver aid to thousands of children and families.
Starting from Kachin state capital Myitkyina, the Mission had to cross rough terrain through heavy rain and extreme weather to reach remote locations. Nearly 16,000 people in four IDP camps in Laiza: Woi Chyai Dabang, Je Yang, No 3 Market; Hpun Lum Yang and a Boarding school hosting IDP students in Momauk township, were reached with 11-truck load of supplies. IDPs in these camps will receive further humanitarian assistance. UNICEF staff also conducted brief health awareness sessions and explained the use of distributed items.
UNICEF has provided supplies in Wash, Health and Nutrition, and Education that reached an estimated 5,500 children and their families. Woi Chyai camp alone has over 1500 children under the age of 15.
Five UNICEF staff have also participated in rapid needs assessment to better plan and organize further critical support.
“UNICEF views this convoy as much more than the delivery of humanitarian assistance. It’s about bringing hope, trust, peace and international community support to the children, families and communities of Kachin. It’s about upholding human rights, including children’s rights, enhancing development outcomes and ensuring a brighter, peaceful future for all children and their families,” said Bertrand Bainvel, UNICEF Representative in Yangon, "It is high time normalcy was restored to the lives of children in Kachin.”
UN Led Cross Line Mission to conflict affected areas of Myanmar’s Kachin state is organized under the aegis of UN OCHA and in cooperation with other UN agencies and partners.
Since the beginning of the conflict in 2011, cross-line missions were conducted to border areas, covering only approximately 20 per cent (some 10,000 IDPs) of the total caseload in areas beyond Government control. Full and sustained access to all displaced locations is essential to provide assistance to all people in need.
